  • About the role

  • This is an exciting opportunity to join a new team within Hillingdon Council. We are seeking an experienced, proactive and professional Debt Recovery Visiting Team Leader to lead our Debt Recovery Visiting Team within Counter Fraud. This is a customer-facing leadership role, combining operational oversight with hands-on delivery to maximise income collection for the Council, while ensuring residents are supported to resolve their debts in a fair, sensitive and sustainable way.  

    The Team Leader will manage the visiting function across multiple debt streams—Council Tax, Business Rates, Housing Rent, Adult Social Care charges and Sundry Debts—driving performance, compliance and customer service excellence, and embedding a “putting our residents first” culture throughout the team.  

    Key Responsibilities 
    • Leadership & performance 
    • Lead and manage the Debt Recovery Visiting Team (direct management responsibility for up to 8 staff), ensuring agreed team plans and performance targets are delivered. 
    • Support recruitment, development and performance management of the team, in conjunction with the Counter Fraud Manager, in line with Council HR policies. 
    • Provide day-to-day operational leadership, allocate work effectively, and ensure high standards of decision-making and customer service across all interactions.  
    • Operational oversight & quality 
    • Oversee and assure the quality of home visit activity, including how officers engage with residents, agree repayment arrangements, record outcomes, and identify safeguarding/vulnerability concerns.  
    • Ensure robust compliance with relevant legislation, data protection, health and safety and Council policies and procedures relating to visiting.  
    • Monitor performance across key measures (e.g., contact rates, arrangement success, collections, and case outcomes) and drive continuous improvement and best practice. 
    • Vulnerability, safeguarding & partnership working 
    • Lead by example in delivering the Council’s Customer Care Standards and maintaining a resident-first approach. 
    • Liaise and work collaboratively with internal services, advice agencies, charity sector partners and support services to ensure appropriate referral mechanisms are in place for residents who are financially vulnerable.  
    • Ensure safeguarding, vulnerability and welfare concerns identified through visiting activity are acted on and referred appropriately.  
    About You 
    • We are looking for someone who: 
    • Has strong experience in debt recovery/income collection, and understands recovery activity across multiple debt types (e.g., Council Tax, housing-related debts, sundry debts and/or similar).  
    • Has proven people management / team leadership experience—able to coach, support and develop staff while driving performance and accountability. 
    • Is confident communicating with a wide range of people, including in challenging or sensitive situations, and can model excellent customer care.  
    • Demonstrates strong negotiation, problem-solving and decision-making skills, including agreeing affordable repayment arrangements in line with policy.  
    • Has a strong understanding of vulnerability, equality and safeguarding considerations and knows how to embed these in operational practice.  
    • Is IT literate and confident using case management and recording systems to maintain accurate, auditable records and team oversight.  
    Essential Requirements 
    • Ability to work in a role that includes visiting activity and operational oversight of visiting practice.  
    • Full UK driving licence and access to a vehicle for work purposes.  
    • This post is subject to a Standard DBS check.
