Hillingdon Council is seeking an exceptional Head of Service Modernisation to lead a major transformation programme across Housing Needs & Homelessness.
This is a pivotal leadership role at the centre of system reform, driving performance, strengthening governance and delivering Medium Term Financial Strategy (MTFS) outcomes through smarter, more efficient services.
You will lead large-scale change across service delivery, systems, procurement and policy, ensuring transformation delivers measurable improvements in performance, efficiency and resident outcomes.
Working within a fast-paced and complex environment, you will bring strong leadership, pace and a clear focus on delivery to modernise services and drive system-wide improvement.
This is an opportunity to shape how services operate now and into the future across strategy, policy, systems, workforce and delivery models.
You will lead the Housing Needs & Homelessness Modernisation Programme, spanning MTFS, service transformation, procurement and strategy & policy.
Responsibilities will include:

Leading and delivering large-scale transformation and modernisation programmes

Building and developing a high-performing programme and transformation function

Driving resident-focused service redesign and operational improvement

Translating strategic priorities into deliverable programmes, projects and outcomes

Leading delivery of MTFS savings through system reform and efficiency improvements
-
Establishing strong governance, assurance and performance management frameworks
-
Using data, audit findings and performance insight to drive continuous improvement
-
Leading partnerships and collaboration to deliver innovation and system-wide change
-
Maintaining oversight of programme delivery, risks, dependencies and outcomes
-
Influencing senior stakeholders and driving accountability across complex workstreams
This is a strategic leadership role requiring strong programme oversight, transformational leadership and the ability to deliver change at pace.
