  • About the role

  • Hillingdon Council is excited to announce the creation of a new Designated Social Care Officer (DSCO) role to ensure that social care elements are effectively integrated into the SEND and AP strategy. As a DSCO, you will play a pivotal role in managing and delivering services in accordance with legislation, National Standards, safeguarding procedures, and local policies. You will develop effective multi-disciplinary practices to maximise the use of resources and provide efficient and effective services to children, families, and carers.

    Key Responsibilities:

    • Provide leadership, operational guidance, and direction in the delivery of social care services for children and young people with SEND, ensuring compliance with the SEND Code of Practice (2015).
    • Develop and maintain strong partnerships within the council and with external partners, including health partners, to support co-production and integrated support.
    • Lead on the preparation and implementation of the recommendations from the SEND and Alternative Provision Improvement Plan.
    • Ensure that social care processes, pathways, and information are clearly documented in Hillingdon’s Local Offer.
    • Represent Hillingdon Council at key regional and national events, providing expert professional advice on SEND reforms relating to social care.
    • Support the operational management of the EHC SEND Service, focusing on quality assurance and continuous improvement.
    • Champion a culture of strong partnership working across all social care disciplines to ensure the delivery of integrated support for children and young people with SEND.

    Qualifications and Experience:

    • Relevant professional qualification at degree level and registered with SW England.
    • Proven experience in working with children and young people with SEND and their families.
    • Strong background in developing effective multi-disciplinary practices and maximizing the use of resources.
    • Experience in managing and delivering services in accordance with legislation, National Standards, safeguarding procedures, and local policies.
    • Evidence of successful integrated working with colleagues across service and partner agencies.

    Skills and Competencies:

    • Excellent leadership and strategic planning skills.
    • Strong communication and partnership-building abilities.
    • Ability to lead and inspire people, ensuring continuous improvement in service quality and delivery.
    • Extensive knowledge of relevant theories, research, and models of social work interventions.
    • Ability to engage and involve children, young people, families, and carers in a co-productive manner.
